Food and Farming question from Sarah Davey, consumer

At the Future of Local Food and Farming debate that took place at Newent Community School on 3 April 2009, Sarah Davey submitted the following question:

Regarding the planning question, how can we change the planning rules to help food producers or farming establishments?  What needs to happen to bring about such changes?
